The meeting believes that 2024 is a critical year for achieving the goals and tasks of the "14th Five-Year Plan". The national housing and urban-rural development system thoroughly implements the spirit of General Secretary Xi Jinping's important instructions and instructions, conscientiously implements the decisions and deployments of the Party Central Committee and the State Council, adheres to the general tone of work of seeking progress while maintaining stability, stabilizes growth, benefits people's livelihood, prevents risks, and promotes transformation. The meeting conducted an inventory of the key tasks of the four major sectors in 2024.
——The real estate market has seen positive changes. Focus on stabilizing the real estate market and accelerate the construction of a new model of real estate development. First, departments have worked together to launch a combination of policies of "four cancellations, four reductions, and two increase". Local governments have implemented policies based on cities, one policy for one city, and precise policies. The real estate market has shown a trend of stopping declines and stabilizing. In October and November, the online signing area of newly built commercial housing transactions increased year-on-year and month-on-month for two consecutive months. Second, we continue to fight the tough battle to ensure housing delivery, and have delivered 3.38 million housing units, achieving the established goals. The third is to focus on resolving the risks of real estate enterprises, promote all cities at the prefecture level and above to establish real estate financing coordination mechanisms, and expand and increase efficiency of "whitelist" projects. Fourth, establish a new mechanism for linking the factors of people, real estate, land and money, and prepare and implement the 2024 annual housing development plan for major large and medium-sized cities. Fifth, the urban village renovation has been expanded to more than 300 cities, 1,790 urban village renovation projects have been implemented, 1.617 million resettlement housing units have been raised, and 74,000 dilapidated urban houses have been renovated. Sixth, a total of 1.72 million units (rooms) of allocated affordable housing, affordable rental housing and public rental housing have been built and raised, and a large number of housing problems of new citizens, young people and migrant workers have been solved. 7. First, cities at the prefecture level and above have fully carried out physical examination work, forming more than 50,000 lists of physical examination problems and more than 40,000 lists of rectification suggestions. Second, 56,000 new renovations of old urban communities have started, more than 50,000 kilometers of various aging pipelines in the community have been renewed and renovated, more than 25,000 elevators have been installed, and more than 500,000 parking spaces have been added. Third, the national pilot projects for the construction of 106 complete communities have achieved positive results, 19 provinces (cities) have created models for the construction of children-friendly spaces in 37 cities, and 2,254 new elderly care service facilities have been built in 386 cities. More than 2,000 additional treasury bond projects have been started, and more than 900 flood-prone sites have been rectified. Sixth, deepen the construction of urban lifeline safety projects, and more than half of the cities at the prefecture level and above will build municipal-level urban lifeline supervision platforms. 7. Continue to promote the classification of domestic waste, hold the second garbage classification publicity week, carry out garbage classification pilot projects in 15 county-level cities, and the special rectification of urban construction waste is fully launched. The national digital supervision of construction safety has been initially formed, achieving full coverage of electronic certificates and licenses for construction safety of enterprises and personnel. Fifth, carry out special governance on fire inspection and inspection violations, and investigate and punish a number of fire inspection and inspection technical services, fire protection performance fraud in entering materials and facilities and equipment in accordance with the law.
——The basic support is constantly consolidated. The first National Housing and Urban-Rural Development Industry Vocational Skills Competition was held, with 53,000 people participating, and a group of "martial arts top scholars" stood out. The meeting pointed out that the Party’s leadership and Party building are the fundamental guarantees for the development of the cause. The meeting emphasized that 2025 is the year when the 14th Five-Year Plan is concluded and a critical year for laying the foundation for a good start to the 15th Five-Year Plan. The meeting pointed out that in 2025, we must focus on the following tasks.
——Continue to make efforts to push the real estate market to stop falling and stabilize. First, focus on releasing demand. Resolutely implement the existing and incremental policies of "four cancellations, four reductions, and two increase" to vigorously support rigid and improved housing demand. Effectively play the role of housing provident fund support. We will step up the implementation of the renovation of urban villages and dilapidated houses, promote monetary resettlement, and continue to expand the scale of urban village renovation on the basis of adding 1 million units, eliminate safety hazards, and improve living conditions. Focus on supporting projects with strong desire for transformation and relatively mature conditions. The second is to focus on improving supply. The construction of commercial housing must strictly control the increase, optimize the stock, and improve the quality. We must order purchases and build them according to needs, increase the supply of affordable housing, and increase efforts to allocate affordable housing, and help a large number of new citizens, young people, migrant workers and others to achieve housing.
——Promote the construction of a new model of real estate development. First, we will focus on optimizing and improving the housing supply system, accelerating the development of affordable housing, meeting the rigid housing needs of urban working people with housing difficulties, supporting urban governments to implement policies based on the city, and increasing the supply of improved housing, especially good houses. The second is to promote the establishment of a new mechanism for linkage between factors, and take the preparation and implementation of housing development plans and annual plans as a starting point, and determine housing by people, land by houses, and money by houses, so as to promote the balance between supply and demand of real estate and market stability. Continue to implement people's livelihood projects and development projects such as complete community construction, renovation and utilization of existing buildings and renovation of old blocks, construction and renovation of underground pipeline network corridors, renewal of building municipal infrastructure equipment, classification of urban domestic waste, construction of pocket parks and urban greenways, open sharing of park green spaces, construction of elderly care service facilities and child-friendly spaces in urban residential areas. Localities are encouraged to explore residents’ independent renewal and renovation of old houses. Fourth, build a new model of urban management, improve the "one committee, one office, one platform", promote urban management to integrate into grassroots governance, form a new system of smart and efficient governance, and improve the scientific, refined and intelligent level of urban management. Fifth, use "new urban construction" as the engine to create a high-level "digital housing and construction", systematically promote tasks such as digital homes, smart residential areas, smart housing construction and construction and transformation of house construction and construction and transformation of intelligent municipal infrastructure, and comprehensively improve the level of digitalization, networking and intelligence.
——Create an upgraded version of "Building in China". ——Build a good house that is safe, comfortable, green and smart. First, improve residential construction standards and issue newly revised residential standards such as "Residential Project Specifications". The second is to build a system that supports the improvement of housing quality and vigorously develop good houses that meet the new expectations of the people. The third is to support real estate companies, especially large real estate companies, to build a number of good house models and make affordable housing the first to build good houses. The meeting emphasized that in the new year, the national housing and urban-rural construction system must thoroughly study and implement General Secretary Xi Jinping’s important thoughts on Party building, take the Party’s political construction as the overall guide, use the Party’s innovative theory to unite the heart and soul, and effectively implement General Secretary Xi Jinping’s important instructions and instructions on housing and urban-rural construction, firmly support the “two establishments” with practical actions, and resolutely implement the “two safeguards”.
